In June 2020, NYP began introducing Competency-Based Learning (CBL) in its curricula, moving away from traditional subject-based teaching. Launched as the NYP Professional Competency Model (NYP-PCM), this initiative focuses on building knowledge, skills, and attitudes through practical work tasks.
This unique approach of operationalising CBL will be implemented across all NYP diploma programmes.
NYP-PCM reflects workplace practices and supports the lifelong learning continuum. It benefits learners by enabling them to develop competencies for both work and life more effectively, while also maximising each learner’s potential through flexible learning pathways. In May 2024, NYP celebrate the graduation of its inaugural cohort of learners under the Professional Competency Model (PCM).
As NYP continues to expand CBL across its programmes, it positions itself at the forefront of education, empowering learners to thrive in a rapidly changing world.

During the launch of NYP-PCM, then-Minister for Education Mr Ong Ye Kung called the PCM “a bold and unprecedented approach to course design and delivery”.
Mr Ong also made the following remarks in his Facebook post, “The starting point is to identify the competencies needed in a job role. Then pull together multi-disciplinary modules from various schools, integrate and teach them concurrently. Increasingly, this is how industries work. You need different skills, and will contribute in different ways.”
Mr Russell Chan, Principal and CEO of Nanyang Polytechnic, said, “We’re proud of these students. SMRT and Nanyang Polytechnic Launch New Diplomas to Strengthen Talent Pipeline | SMRT
In a strategic partnership, Nanyang Polytechnic (NYP) and SMRT Trains have co-developed two diplomas in 2024 —the Diploma in Engineering (Public Transport Operations) and the WSQ Diploma in Retail (Retail Operations) with a Certificate in Transport Service—to power the next generation of talent for Singapore’s transport and rail sectors. Leveraging NYP’s Professional Competency Model, with over 40% of the curricula co-designed by SMRT, these industry-first programs blend classroom learning with immersive, hands-on training. Designed for both upskilling and career transition, these diplomas empower learners with the highly sought-after skills and real-world competencies they need to thrive in a dynamic, industry-ready workforce.
